Shri Amit Roy, CS Delhi Branch & AGS (HQ) and Shri Ravi Shil Verma, VP (HQ) met GM ( Establishment) Shri D P DE and had an elaborate discussion on the Pay scales of newly Recruited JTOs. It was emphasized to GM (Estt) that the JTOs were recruited in the pre-revised scale of 9850-250-14600 (E1A) and to place them in revised scales of 16400-40500 (E1) is sheer injustice. GM (Estt) informed that the file in regard to the pay scale is with DoT and any decision can be taken only after the communication of DPE in this regard. AGS and VP again clarified to GM (Estt) that it has been learnt from DoT that intermediate scales have been rejected by DoT itself and so there is no other alternative than to implement the standard E2 scales for JTO/JAO level cadres and E3 for SDE/AO level cadres. Leaders requested for an immediate appropriate action to ensure that standard pay scales of E2 & E3 are in place in the least possible time.

Pay Anomalies of DRJTO Batch 2007/2008 :

CHQ leaders also pointed out that the pay scales of these newly recruited JTOs have been reduced to near about Rs. 4200/- if compared to the initially promised pre-revised scales of 9850-250-14600 through the recruitment notifications. Shri Ravi Verma and Amit Roy requested GM (Estt) that as an interim and immediate measure, till the finalization of new scales, pay of JTOs of batch 2007 onwards may be fixed in the pre-revised promised scale of 9850-250-14600 vide the recruitment notification or by granting the difference in pay as personnel pay. GM ( Establishment ) assured to look into the matter positively.

It was great to see the more & more young Executive from 2005/2007/2008 are coming forward and taking responsibilities to achieve their rights.

District Conference of Dewas SSA was held at Hotel Sristi Club Dewas on dated 8th August 2010,Sunday. All Direct recruits of Dewas SSA were participated.  First time bound up gradation of executives of telecom wing who are in the IDA scale 9850-25014600(Pre -revised).

 Orders for Time Bound Promotion for E-1 to E-2 for batch 2002 is expected to be released within a couple of days. The approved minutes on E-1 to E-2 TBP DPC has been carried out by admin cell, CO MP for final authority.

Instructions from CHQ AIGETOA for District Secretaries to perform following actions at their respective SSAs. :

1. District Secretaries are requested to please submit attached letter regarding discrimination in applying “No work No pay” order and pursue with the SSA heads to refund the salary deducted by converting the absence into leave for the period of agitation. 2. AIGETOA CHQ has already discussed with Director (HR) regarding this discrimination and it is told that corporate office has issued letters in respect of every association without any discrimination. It is at the level of SSA heads who are creating discrimination. SSA heads must apply same principal against all associations and unions. If SSA heads are willing to deduct or refund the salary to avoid discrimination, corporate office has no objection.

3. SSA heads must either deduct the salary for other association’s members or refund the salary of AIGETOA’s members.

4. District Secretaries must follow development and communicate to the Circle though email aigetoamp@gmail.com with common " Subject: Regarding salary refund for the agitation period for District........"

Circle Management of MP Telecom tender to join SNEA-MP/AIBSNLEA-MP, if you want to be posted at your place of choice long-sightedly else get ready for frequent transfers.

MP Telecom management has planned intentional target to the members of AIGETOA adopting self-made policies favouring SNEA-MP/AIBSNLEA-MP and thereby tendering members join to SNEA/AIBSNLEA.

Flashback :

• Two year before MP Telecom Circle Management operated "self-made transfer policy" for more than 10 years and less than 10 years in JTO cadre to secure members of SNEA/AIBSNLEA in same place who had been there for more than 10 to 20 years and to displace the young qualified engineers in 4-5 years. Strong agitation by AIGETOA had forced Circle Management to take back their wrong step and secured members of AIGETOA.

• Recently, a month back Circle Management had issued long pending JTO to SDE officiating promotion after two years in which some of our District Secretaries had been transferred. CS AIGETOA-MP approached to CGM MP Telecom Circle and requested to immune atleast the District Secretaries from this transfer but CGM had replied that no immunity will be given to any of the  association office bearers from transfer. AIGETOA hardly accepted and not shown any resentment over the decision of CGM MP.

• Now, One week before MP Telecom Circle Management has issued rotational transfer of 115 SDEs on the basis of longest stay and given immunity to office bearers of SNEA/AIBSNLEA for not only to District Secretaries but District President, District Treasurer and many others. In this way, almost all the SDEs who have passed more than 10 to 15 years have been immune from transfer for another 10-15 years to their choice of place and young engineers having stayed less than 10 years have been transferred. Moreover, two SDEs from Gwalior who have recently (one month before) been promoted and posted in Gwalior by Circle Management now transferred within one month in longest stay by the same management. When CS MP approached to CGM MP regarding this discrimination he said that everything he has done is right and indirectly shown the path to join SNEA/AIBSNLEA for immunity in transfer.

Future Plan of MP Telecom Circle management :

• MP Telecom Circle Management has planned to transfer JTOs from Indore, Bhopal, Gwalior and Jabalpur on the basis of longest stay without counting their years of stay. As per the transfer policy minimum stay period at station is 10 years in JTO cadre.

• In transferring one JTOs financial burden on the company is of minimum Rs.50,000 to Rs 1 lakh in terms of TA/TP and additional burden in terms of work suffered in displacement and demotivation of executive concerned. CS AIGETOA-MP has already tried to impressed upon Circle Management that new JTOs are about to join so request transfer of JTOs from rural can be considered with them which will not only save lakhs of rupees for the company as an economy measure but also avoid hardship of the young executives who are at target on transfer within 5 to 6 years.

Circle Representatives of AIGETOA MP is still in touch with CGM MP Telecom Circle and trying to impress upon following issues :

• Immediate review of mass transfer list of 115 SDEs where SDEs having less than 10 years have also been transferred due to the result of providing immunity to office bearers of SNEA/AIBSNLEA. There should not be any discrimination with AIGETOA as we have already proved our existence at several occasions. If immunity is the need it should be provided to AIGETOA also.

• Immediate cancellation of transfer of Shri Shashank Shukla and Shri Hariom Shivhare who were recently posted at Gwalior as SDE but transferred after one month of their joining.

• There should not be any rotational transfer of JTOs from metros before 10 years of stay as per the transfer policy and request transfer of JTOs from rural areas should be considered with new entrant to avoid hardship of the employees and as an economy measure.

Although we want to concentrate on the productivity and growth of our beloved company but any wrong movement of Circle management can force us to restore strong agitational activity.

AIGETOA MP is fully hopeful that CGM MP Telecom Circle will consider our views and not try to play the pity politics against AIGETOA by favouring other associations.

AIGETOA MP appeals all the members of MP Telecom Circle to be ready to respond strongly for any wrong movement of management to redeem our young engineers which is high need of the hour not only welfare of young executives but also for the survival of the company.

LDCE for TES Group-B has been notified. Exam is scheduled on 4th July 2010. Although AIGETOA has clear view that this LDCE is not at all required for engineering graduate who have already worked in executive cadre for 3 to 8 years moreover this is not good for company health by making us busy in study over performance at this crucial time of the company. AIGETOA has already put it’s best effort to impress upon the BSNL management to adopt contemporary HR policy for executive promotion. Most of the views of AIGETOA for save BSNL have already been reflected in recommendations of Petroda Committee. AIGETOA has also impressed Petroda committee regarding the need of performance based executives promotion policy. AIGETOA believe that one day management will realise our effort but not in short time up to 4th July 2010. So members are requested to utilise this time to concentrate on LDCE to show your potential in writing exam and prove that management was wrong.

• Rule-8 Cases will be released shortly.

• Worst condition of Waidhan Telephone Exchange under TDE Sidhi discussed, CGMT instructed the Civil and Electrical Wing to rectify the problem.

• Association suggested some views for restructuring of Admin staff in circle office Bhopal.

• SDE/DE longest stay will be released first and JTO longest stay list will be released later on and only candidates having stay of more than 10 years will be transferred from metros. All transfer will be done as per following corporate policy.

Circle management of MP Circle has released SDE officiating promotion without considering the vested interest of so called recognized association. This association has already delayed promotion of qualified executives for more than one and half year and tried his level best to linger more and more.  On frustration, this association is trying to create nuisance among the executives by saying that now least stayed executives will be transferred and again undermining our unity.

All request transfer of JTOs from rural to metros will be considered as per transfer policy without disturbing any executives who have not completed 10 years of minimum stay at station. Following option can be exercise.

1. As one association has already demanded even served trade union notice that request transfer of JTOs should be considered with the JTOs who are already in SDE list means JTO can be replaced by SDE. Moreover, almost all JTOs who are seeking request transfer have already been financially upgraded to SDE and many places looking after SDE so there is no meaning of differentiating SDE from JTO. It would have been great injustice if JTOs had been replaced by SDEs having stay less then 10 years at station ignoring many SDEs in metros who have been working for more than 10 to 15 years at same station, same building, and same floor even in same chair. In this way request transfer of JTOs from rural to metro should be considered by displacing such SDEs.

2. As in last year circle management has already transferred 9 officiating JTOs from Dewas SSA to Indore SSA on the demand of same association and unions so request transfer of JTOs from rural to metro should be considered by displacing officiating JTOs who have completed more than 10 years at station.

3. If some request transfer still remain than unconsidered than they can be replaced with new entrant in MP Telecom Circle. 

At no cost this association will allow to violate the corporate transfer policy. We are fully hopeful that Circle management will keep continue our faith alive which they have shown now. This will definitely bring new era of faith and motivation among the executives who believe in the right policy of human management.

No Association is having the rights to say that a specific group should not be given promotion but a trade union leader who is showing to represent the Mass tried to Misuse the power of Mass to safeguard himself from CBI and Vigilance. Such leader should resign himself  or executives should pressurize him to resign from the important portfolio of CS of so called Recognized Association.

Following discussion were done in the meeting:-

(i)      SDE officiating list will be released in the mid of February.

(ii)     TBP of 2002 batch will be released after consultation with AGM Pers-II shri V.K Sinha.

(iii)     Confirmation of 2005 batch, will be released up to 27th Janurary.

(iv)     All Rule_8 Transfer cases will be cleared upto Mar 2010.

(v)     Longest Stay in the cadre of JTO/SDE/DE will be operate in the month of Mar 2010. and all request transfer cases will also be settled.

(VI)     EPF transfer cases matter discussed in depth with CGMT and GM (F) and they assured to settled all the cases.

• On what basis salary have been deducted in this month without giving the chance to hear us ?

• What action has been taken against the Group C & D employees who were recently participated in the strike ?

• Why EPF anomalies have not been resolved so far ?

• Why stipend order could not been implemented for more than six months and order related to action is being implemented immediately

The peaceful Dharna by AIGETOA (All India Graduate Engineer Telecom Officer's Association) that started on 18th Aug '09 at Jantar Mantar continued today with full enthusiasm. More and more Graduate Engineers/Account Officers are reaching New Delhi and to be a part of the historic revolution of country " TO SAVE BSNL". The Graduate Engineers of Civil Wing participated in dharna on 20th Aug '09 and extended their full support to be the part of AIGETOA's Operation Sacrifice.

Moreover, all the Graduate Engineers/Account officers who could not attend the DHARNA at New Delhi remained on leave across the country. They all are requested to come to New Delhi and witness the "historic revolution of the BSNL"

Historic Day-2 ( 19th Aug 2009 ) of Operation Sacrifice :  Peaceful March with Candle Lights to SAVE BSNL

CS MP Circle Shri S.K Gupta talked telephonically with GMTD Bhopal Shri Mahesh Shukla regarding vindictive action of TDM sagar. GMTD replied that explanation has been called from TDM sagar. CS also told to GMTD Bhopal that our members are unsafe, so immediate action should be taken against TDM sagar.

CS MP Circle Shri S.K Gupta also talked telephonically with CGMT Shri R K P Hinduja at 15.00 hrs and inquired  about the action taken by management regarding case of TDM sagar. CGMT replied that the process is going on and it will take some time. CS clearly told him that he must take some stern action against TDM Sagar as he violated the basic rule of law.

Vindictive action by TDM Sagar (Pankaj Gupta)

5th Aug had been the Black day in the history of BSNL. Our coworkers in Sagar SSA working under TDM Sagar were arrested from the office premises by Sagar Police. It was one of the most shameless act for corporate and democratic India as only one word can describe its graveness that is DICTATORSHIP. Our friends were arrested when they were performing duty. Moreover being a festive Day (Rakhi) the act of management seems to be cheap. But AIGETOA was with them and took this act seriously. The matter was taken up by CHQ leaders. Our Circle Secretary Shri S K Gupta in a short period of time informed about the incident to CGMT MP Circle, GM (Admin) MP Circle, Shri Jagdish Devda (Hon. Home Minister MP Gov.),Justice Shri D.M. Dharmadhikari (Chairperson, MP Human Rights Commission),Shri Anvesh Mangalam (IG Sagar Range),Shri Yogesh Choudhary (Supritendent of Police ,Sagar),Shri R P Shahu (GS, AIGETOA)

If we found any of our colleagues being sufferer of  foregoing alleged illegal acts, AIGETOA  seeks  prosecution of the responsible individual(s) for, while under the banner of law, barring the wrongful act against BSNL official in Sagar in furtherance of demonstration for which information and notice has been given to management.  

CS has warned CGMT MP Circle Shri RKP Hinduja and GM(Admin.) Shri Prabhash Singh and Shri Mahesh Shukla GMTD Bhopal to terminate TDM Sagar Pankaj Gupta(Mentally ill & Paranoid ITS) prima facie else AIGETOA MP will initiate action against this modern day HITLER.

Half Day (Before Lunch) Demonstration under AIGETOA “Operation Sacrifice: Death Before Dishonor” GRAND SUCCESS

Half Day (Before Lunch) Demonstration under AIGETOA “Operation Sacrifice: Death Before Dishonor” on 31^st July 2009 was GRAND SUCCESS. The demonstration in MP Circle was observed 100 % participation in Circle Office, Bhopal & all Major SSA’s of MP. The members showed their frustration towards ill-motive BSNL Management.  All the unabsorbed ITS officers were stopped at the main gate to enter in their offices. This Half Day demonstration was the just trailer for 18^th August 2009 demonstration at corporate office, New Delhi .  The demonstration was observed and heard in every knock and corner of MP Telecom Circle . 

August is the month of Independence , similarly we are very near to make BSNL free from this unabsorbed ITS (Indian Tendering Services) dominated BSNL in this month only.

At Circle Office, Bhopal around 100 members of AIGETOA from Bhopal , Vidisha, Raisen & Hoshangabad SSA gathered and demonstrated at the high with “BSNL Bacchaoo ITS Hataoo” many more.

In Gwalior Region, participation was 100%. The members were were present in full strength

In Jabalpur Region, all members of Jabalpur along with the members of WTR, WTP and nearby SSA participated showed their anger towards the downfall of BSNL Profit due this ITS dominated BSNL.

In Indore Region participation was 100%. The members were were present in full strength and expressed their anger by stopping their ssa head outside the BSNL Premises.

In Sagar Region participation was 100%. Members shouted slogans of corrupt SSA head, who is unabsorbed ITS and stopped himself in entering into the BSNL Premises.

In Mandasour and Ratlam, participation was 100%. The members were present in full strength.

In rest of the regions of MP Circle, the members were present in full strength.

We all know about the Taj Mahal and story behind its creation. In our school days, we were taught that after creating TAJ MAHAL Shahajahan cut the hands of all the labours who created such a beautiful monument so that it cannot be created again in future by anyone…… Similar act has been repeated by our modern Shahajahan CGM MP Telecom Circle Shri R K P Hinduja.. ……. A comparative wireless network performance of cellular services providers was conducted from 22^nd December 2008 to 5^th January 2009 in respect of overall network quality benchmarked by an independent agency M/s Nielson. Out of total 37 cities benchmarked in the whole country, Indore is the only city where BSNL is ranked as number one.

Indore was placed first because of team of 3 DR SDE/JTOs who made this happen. All the 3 DR SDE/JTOs who were engaged in GSM RF planning are awarded by BSNL for their work in RF field.

CMD, BSNL has declared award of Rs 1 Lakh for CGM MP Circle for this achievement in GSM RF network quality. Great!

But what CGMT MP Circle Shri R K P Hinduja has done is he itself awarded these 3 DR SDE/JTOs a transfer from Indore to Rural SSA violating transfer policy, all rules & regulations even when employees having stay of 15-20 years are tight seated there and who are senior to these 3 DR SDE/JTOs because as per CGM their high skills cannot be utilized on their promotion from JTO to SDE.

Now, the question rises why CMD has awarded CGMT MP Circle? Is it....

1. Because of transferring all these 3 DR SDE/JTOs (now all SDEs) who were responsible for Indore’s first position in GSM RF drive.
2. Because such achievements should not be repeated again in future as BSNL is not in habit for getting accolades for its services.

We have presented all facts & figures before CGM MP not to transfer these young officers as it is not in best interest of BSNL. But CGMT denied. Moreover, we also suggested if you really want to improve the business of BSNL in MP in real aspects you should utilize their services in Bhopal SSA where Bhopal was last in GSM RF network analysis. But he denied…which means he is not interested in growing the business of BSNL.

Based on this zero outcome and feedback called from CHQ and Circle Executives, finally AIGETOA has been compelled to serve the notice for agitational activities to achieve things we deserve and to ensure long survival of our beloved company.

FRIENDS LETS GEAR UP OUR SELF FOR THE FINAL BATTLE, A BATTLE WHICH WILL REWRITE THE HISTORY OF BSNL WHERE ONE AND ALL WILL SAY THAT WE OPTED FOR “DEATH BEFORE DISHONOUR”.

1. As per BSNL time bound executive promotion policy, “The first up gradation of IDA scale of individual Executive will be due for consideration on completion of 4 (Four) years of service in the current IDA scale subject to the condition that the Executive’s basic pay in the current IDA scale has crossed / touched the lowest of the higher IDA scale for which his / her up gradation is to be considered or he / she has completed 6 (six) years of service in the current IDA scale, whichever is earlier.” and it was followed exactly for DoT employees but the27 same is not followed for BSNL recruits................

Why such differences? When the policy of TBP was declared on Jan 2007 CGMT was then DDG (Personnel), and he was present there and well aware about the policy then why the clarification is asked by him again. Is CGMT opening the provoking tactics or just deliberately delaying the thing?

2. The corporate office has already issued orders related to rule-8 for inter circle transfer but CGMT-MP is not showing any interest so far in following it. Last year CGMT said, he is following corporate guide lines in transfer cases, Approximately 86 DRGEs of 2007 are already joined but CGMT say lack of man power.…………………………………

3. EPF issue is not yet settled despite orders from CPFC, New Delhi and several orders from regional EPF body. The BSNL management is trying hard to revert the genuine and justify orders but in vain................ Why? Management is just trying to justify their stand by running here and there and wasting the company money. It is definite that we are right on the EPF issue and whatever the expenses wasted by the management will have to be paid by the culprits form their own pocket.

4. CS discussed cases of 9 JTOs (officiating) transferred from Dewas to Indore, Ujjain. We demanded to stop all the illegal transfer cases as it was against the ruling. Last year management didn’t transfer the JTO (officiating) cases by justifying that it is a SSA cadre but now suddenly policy is changed………..Why? This clearly indicated that management has vested interest in it and maneuvering the rules as per their whims and fancies.

5. Circle management wrote letter to corporate office regarding stopping of diversion quota of JTO’s and reversion of existing officiating SDE’s who are officiating as per 35% diversion quota of JTOs. When it is already specified that such posts are ‘Superannuary’ where the word itself is self-explanatory than why the management is again calling for clarification? Also Management has not declared officiating SDE promotion yet. Only Graduate Engineers come next for officiating list (as all of you know the fact that last DPC was stopped after 155th candidate as 156th one was the first candidate from BSNL recruited graduate engineer’s list) & so management was not concerned for the same.

All this foul play is heightened when we add the fact that management had given seniority of 1996 to failure candidates and that too without any court orders (as per the RTI reply). It is clear that management is struggling in putting mud on clear things.

6. Longest stay is not been implemented yet.................Why? Circle Management justify that longest stay cannot be implemented as it is difficult to operator.... (Because here Management will not get any chance to harm DR Graduate Engineers, so it can not be implemented........)

7. Arbitrary posting of 2007 batch : Before last batch of DRJTOs Circle Management has called posting option from new JTOs but  now they have just stop calling the same justifying "no such rules". Moreover, it is very clear from the transfer orders of 9 JTO (officiating) from Dewas to Indore & Ujjain & posting 9 new DRJTOs from the same batch at same place (Dewas) as a replacement of JTO (officiating).

JTO (officiating) transfer :- CS discussed cases of 9 JTO’s (officiating), transferred from Dewas to Indore and Ujjain. CS strongly oppose such the illegal transfer cases as it is against the transfer policy and without any transparency. CGMT ascertained to review all above cases and resolve same.

As per GM (Admin) JTO to SDE officiating will be released after getting clarification. 

Time Bound Promotion of Left out cases :- CS telephonically discussed to GM (Admin) regarding left out cases of 2001 batch of TBP. GM (Admin) replied it will be released up to 5^th of this month. 

Transfer Cases in SDE cadre :- In recently issued transfer and posting in the cadre of SDE (Telecom) the request transfer of our following members were not being considered and only after discussion with CGMT-MP & GM (Admin) regarding the same the circle Management agreed upon to issue the below cases.

• Shri Arvind Ahakey(Transfer from Khargone to Bhopal)

• Shri Ravindra Singh Shyam(retention at Shahdol)

• Shri Girish Asati (Transfer from Sagar to Bhopal)

• Shri Balu Singh Waskel(Transfer from Khargone to Dhar)

Arbitrary posting of 2007 batch :- CS given list of JTO’s who were given arbitrary posting to CGMT. CGMT asked for personal representation from each GEJTO’s and consider all cases who were given arbitrary posting by asking individual representation from each GEJTO.

Dear Friends, we hope Management will seriously consider the grievances of DR Graduate Engineers and in case of any breach of commitment from Management side, BE READY FOR ANOTHER GET TOGETHER AT CIRCLE OFFICE, BHOPAL.

Again after several meetings with Circle Management & Administration, have intentionally shown no interest  in resolution our genuine issues. Moreover, Circle Management is profoundly active in demotivating its highly qualified workforce i.e DR Graduate Engineers by indulging in the acts which directly affect the business of BSNL.

The various acts of circle management for making business of BSNL suffer in competitive  market when all the SSA's of MP Telecom Circle shown negative growth. The details are:

1. The DPC of Officiating promotion of JTO to SDE is not conducted since last 1 year.......Why?

Only Graduate engineers come next for officiating list (as all of you know the fact that last DPC was stopped after 155th candidate as 156th one was the first candidate from BSNL recruited graduate engineer’s list) & so management was not concerned for the same and you all very well know X,Y,Zs…who are working as Sub Divisional Engineer ( It happens only in BSNL.)

2. During last few days Circle management has expelled all the energy & time for DPC of SDE to officiating DE......Why?

The above X,Y,Zs…who will become D.E. officiating in next few days. It would be the nth wonder (as 8th, 9th and next consecutive wonders you all have already witnessed). But it is only possible in M.P. Circle, as Nexus of Circle Management and some agents are again gambling with BSNL. The foul game behind the curtains is been played to give personal favor to some of the agents, which is yet another episode of corruption at higher level.

3. The corporate office has already issued orders related to rule-8 & spouse cases for inter circle transfer but CGMT-M.P. has not shown any interest so far in following it. Last year CGMT said, he is following corporate guide lines in transfer case but now he is saying who is DDG (Estt.), when asked about following the orders..........Why?

This clear cut gives impression that either CGMT is out of mind or he is deliberately misleding us. Such post holding officer should keep single mindset else it would harm BSNL.

4. As per BSNL time bound executive promotion policy, “the first upgradation of IDA scale of individual Executive will be due for consideration on completion of 4 (Four) years of service in the current IDA scale subject to the condition that the Executive’s basic pay in the current IDA scale has crossed / touched the lowest of the higher IDA scale for which his / her upgradation is to be considered OR he / she has completed 6 (six) years of service in the current IDA scale, which is earlier.” and it was followed exactly for DoT employees but the same is not followed for BSNL recruits................Why?

Does management lacks the skill of managing human resources or the top managers still need to discover senses of Business HR thereby addressing themselves as deserving managers for the office ?

5. EPF issue is not yet settled despite orders from CPFC, New Delhi and several orders from regional EPF body. The BSNL management is trying hard to revert the genuine and just orders but in vain................Why?

If the management had utilized its energy in implementing the orders related to EPF it would have done more good than harm but the fatuous don’t have enough logic to think about the welfare of BSNL employees and their sole motto is self-welfare along with degradation of BSNL's profit. But it is easy to understand that for doing harm they require more energy than in doing good but in the end justice will prevail.

6. Longest stay not been implemented yet.................Why ?

Circle Management justify that longest stay cannot be implemented as it is difficult to operator....(because here Management will not get any chance to harm DR Graduate Engineers so it can not be implemented........)

Dear Friends, it seems Circle Management again creating a chance for all DR Graduate Engineers of MP Circle to meet at Circle Office, Bhopal in same line of action as previously done. BE READY FOR ANOTHER GET TOGETHER AT CIRCLE OFFICE, BHOPAL.

EPF Issues & letter by GS, AIGETOA to CPFC New Delhi

As communicated already, that the BSNL Corporate Finance wing is trying their best to dilute the EPF case instead of  resolving it. They have submitted wrong information and applied diplomatic pressure to overlook the facts provided by AIGETOA. One letter has been received by CPFC office, New Delhi stating that retrospective recovery done by BSNL is not the violation of Para-32. Just read the letter of CPFC office and reply given by GS AIGETOA you all will be able to understand the game being played by Corporate Finance wing just to safeguard some one who is actual culprit.

Dear Friends,

Nexus of Circle Administration, Circle Management and some agents are again in picture. So, All DS/DP/ and circle representatives of AIGETOA MP get ready once again to uproot the bureaucrats from MP Telecom circle.

Even after several meetings with the CGMT MP, Shri R K P Hinduja for various genuine issues related to the direct recruits of BSNL which are long pending are still unresolved and he has not shown any interest to resolve.

Please take emergency meeting in your SSAs and mobilizes the members for the organizational action for following issues:

1. Case of circle store scam is still pending and every effort is being made by circle management to dilute this case. The case is hanging between circle vigilance and central vigilance. It has passed long time of the investigation now it should be handed over to the CBI considering the merit of the case and total failure of the internal vigilance as "justice delayed is justice denied".

2. In many SSAs of MP dies-non letters has been issued for the activist of the BSNL welfare without following the procedure despite of honorable MOC assurance and CMD appreciation but no any action has been taken in past for other associations.

3. Circle administration is busy to find the way of transferring the direct recruits by one or other ways but not shown any interest to resolve the genuine issues like EPF, Time bound upgradation etc.

4. Many LDCE qualified direct recruits have transferred to rural against the provision of transfer policy and order to post direct recruits in new technology area.

5. Many of LDCE qualified have already worked for more then 4-5 years in rural area before getting the posting in the place of their choice now they have been again transferred within 2-3 years to rural as punishment of passing the LDCE but retained the peoples who have already spent more 10-25 years at same place.

6. Many officiating SDEs have been working in the urban areas for more then 10-15 years but regular SDE who have qualified LDCE been transferred.

7. Circle management has totally failed to resolve the EPF issues despite of our several persuasion and also disrespect the judicial order. Many LDCE qualified have already transferred from one EPF region to another but their past EPF have not been transferred so far, now they have been again transferred to new region. Circle management has no right to transfer such employees.

   Circle secretary is going to serve the notice for the organizational action by today evening or tomorrow morning. We have to protest before the EPF office also till the arrest of concerning authority for complete resolution of the issue.
